The language bar in Windows 10 appear automatically when you add an additional input language, speech recognition, handwriting recognition or keyboard layout. It is a handy tool which is useful frequently.
The language bar can be used to quickly change the keyboard layout or input language without having to navigate to the Control Panel or Settings.
The desktop bar language automatically appear when you add a new input language or keyboard layout. Following are the instructions if you want to turn off the desktop language bar.

Turn on or turn off the desktop language bar
Step 1: Go to Control Panel by typing it in the taskbar search box and then pressing enter.
Step 2: Click on Languages.
Step 3: on the left side click on Advanced settings.
Step 4: Under Switching input methods heading, turn on the option labelled Use the desktop language bar when it’s available and then click Save.
To turn it off uncheck Use the desktop language bar when it’s available option.
If you want to change the default settings of language bar, click options link under Switching input method heading.

Minimize or restore the desktop language bar
Minimize the language bar
Step 1: When the language bar is active simply click on the minimize button to minimize the bar to taskbar.
Restore the minimized language bar
Step 1: Right-click in the language bar icon in the taskbar and then click Restore the language bar option.
